T-Mobile was met with a series of negative reactions from the Brandon Farms community when the popular cell phone company announced its plan to install an antenna above the residential area’s water tower.  This public outcry has sparked much attention in the local media; and while many are aware of this matter, the residents of Brandon Farms would like to bring further awareness to Hopewell township inhabitants.  Placement of this antenna would not only be a potential health risk for surrounding homes, but it would also manifest as a contradiction within the Hopewell Zoning Ordinance.

An increased amount of scientific, empirical evidence concerning the dangers of electromagnetic radiation has surfaced in recent years.  According to the Mount Shasta Bioregional Ecology Center, this radiation (even at low levels), “[could damage] cell tissue and DNA, and it has been linked to brain tumors, cancer, suppressed immune function, depression, miscarriage, Alzheimer's disease, and numerous other serious illnesses.”  And while U.S. cell phone companies have allegedly set the safety bar high with their standard for radiation exposure, it appears that the U.S. standard is perhaps the most blatantly harmful worldwide:  “The current U.S. standard for radiation exposure from cell phone towers is 580-1,000 microwatts per square centimeter”—1,000 times higher than many progressive European countries (Sage Associates).

To say that cell phone towers are a potential health risk, then, is an understatement.  With the aforementioned facts in mind, it is not surprising that section 17 of the Hopewell Zoning Ordinance (“Land Use and Development”) would prohibit the placement of these towers near or within residential areas.  The general purpose of the Ordinance is to keep residential areas safe, and placement of new telecommunications towers at a minimum; but here is where the discrepancy lies.  Section 17-148 of the Ordinance clearly states that its primary goals are to both “(4) strongly encourage the joint use of new and existing tower sites […]; and (5) encourage users of towers and antennas to locate them, to the extent possible, in areas where the adverse impact on the community is minimal” (Township of Hopewell ordinances, 17-228).  But, what if the “existing tower” sits directly on residential property?  Does the Township’s adversity to building a new cell phone tower in a non-residential area take precedence over the safety of the community?  And is the placement of this antenna honestly in the best interest of the surrounding residents, or has T-Mobile just found an easy loophole in the system?

The Brandon Farms community is, to say the least, troubled.  We are troubled by Township’s oversight, as well as its lapse in judgment, as T-Mobile plans to install its antenna above our neighborhood water tower.  In all fairness, it is within the parameters of the ordinance for T-Mobile to do this; that is why we want this section of the ordinance changed.  We want the installation of cell phone antennas on existing towers in residential areas to be entirely prohibited.  We, the residents of Brandon Farms, fear that our health—specifically the health of our youth and our unborn children— is at stake. And clearly, the stakes are way too high to let this glitch in our Township’s system go unfixed.
